Its roots go back to 1921, when a massive flood severely damaged San Antonio. Initially, the lack of funding slowed progress until the 1930s, when the Works Progress Administration began. In 1939, construction began, and Hugman's ideas became reality. The first 21 blocks of the River Walk opened in 1941, attracting both residents and travelers.
